Board of Directors Meeting

 

The Homeowners Association Board of Directors is made up of five elected residents.  The General Manager and the Past President also hold non-voting positions on the Board.

The Board of Directors meets monthly on the first Thursday evening of each month.

The Board is responsible for governing the affairs of the Homeowners Association as provided by the CC&R’s of McNary Estates and the Bylaws of the Board of Directors. It is responsible for maintaining and improving the streets, street lightning, and common property within McNary Estates. It is also responsible for enforcing the terms and conditions of the CC&R’s and the Architectural Design & Review Manual for McNary Estates.

NOTE:  The Minutes presented below are to be considered the unofficial draft minutes.  These minutes will not will not become official until approved by the members of the Association at its next scheduled annual meeting.

DRAFT MINUTES

Call To Order:

· Larry Smith, President, called the meeting to order at 6:07 p.m.

ROLL CALL OF BOARD MEMBERS: 

· Larry Smith, President, Neil McAfee, Vice President, Arlene Santana, Treasurer, John Kent, Tom Hogan, and Bob Muleky, General Manager.

Approval of Minutes:

· The Board approved the previous Board minutes from December 1, 2011 after Chris Gasperini suggested clarification in the ARCH manual.

FINANCIAL REPORT:

· Community Manager, Bob Mulkey briefly discussed association financials.  Chris Gasperini recommended the Board be judicious in mailings as they can run into a substantial sum.

 

OLD BUSINESS:

· Arborist Report on Homeowner Sycamore Tree: The Board received a report from arborist Anne Brown at TruGreen Landcare regarding the sycamore tree on the Sandstrom property.  Her professional opinion was that the tree was healthy—on a scale of 3-12 it was a 5.  It was her contention that the tree would live several more years if treated properly.  The Board voted not to pursue the issue any longer—it was their determination that this is a neighbor to neighbor issue.  Passed unanimously.

· Proposed Resolution on Street Trees:  The Board discussed the tree resolution.  Chris Gasperini pointed out that street trees did exist in McNary—according to the plat map street trees exist in the easement on owners’ lots.  Bob Mulkey will have the tree protocol written up in resolution form and sent to the Board week of 1/9/12.

· Review of Bids for Security Camera: Bob Mulkey presented three bids for a security camera to the Board.  They ranged from $3500-$4000.  An internet hotspot would be an additional $125/month.  A decision on the camera was tabled until more questions were answered, specifically—cost benefit of hard drive size needed, face photo capability, time length and availability of a WIFI hotspot.

· Painting Speed Humps:  Bob Mulkey had one quote so far for reflective painting on speed humps for $1250.

 

NEW BUSINESS:

· Placing Additional Speed Humps on McNary Streets:  Discussion on speed humps:  Bob Mulkey described conversations with the City of Keizer, Keizer PD and Keizer FD.  Keizer FD was the only one vehemently opposed to more humps due to response times in emergencies.  Additional discussion uncovered paving companies’ reluctance to place speed humps at turns due to liability.

· New Packets for New Homeowners:  Dixie Storaker passed out copies of the New Owners packet and asked for feedback.

· Update on McNary Golf Club:  A representative from the Golf Club Committee spoke for a few moments on the status of the Golf Club’s finances.  It was stressed that the club is not up for sale but that wouldn’t preclude acceptance if an appropriate offer came around.

· HOA Worker’s Compensation Insurance:  The Board voted unanimously to change its worker’s compensation insurance to a new carrier recommended by The Management Trust.  The new carrier provides the same insurance for the same price with a coverage of $1 million, twice the current coverage of $500,000.  The vote was unanimous.

 

Good Of The Order:

· Tom Hogan asked for an update on foreclosed and vacant homes.  Bob Mulkey said he would follow up.

· The next regularly scheduled monthly Board Meeting will be February 2nd at the Golf Course Club House, downstairs meeting room, at 6:00 p.m.

· Meeting adjourned at 8:15 p.m.
